Preamble
MTT University™ is a private, independent educational division of Making the Transition, Inc., a nonprofit social-enterprise corporation founded to transform lives through behavioral education, leadership development, and social reform.
This Charter establishes MTT University™ as a self-governing institution of learning authorized to design, deliver, and certify proprietary educational programs that advance human development and community empowerment.
MTT University™ operates under the exclusive authority of Making the Transition, Inc. and is not subject to regulation or control by any state or federal education department. All programs and credentials are proprietary and issued under this Charter.

Historical Foundation and Effective Date
MTT University™ recognizes that its founding educational activities and first certified instructional programs began on January 1, 2010, when Dr. Keith Strickland launched the Behavioral Education™ system and began training and certifying students in partnership with the Department of Corrections and the Department of Justice under Making the Transition, Inc.
From its inception, the university has operated as a behavioral-education and life-development institution serving youth and adults through government, community, and educational partnerships across the United States.
This Charter is executed on November 1, 2025, and declared effective as of January 1, 2010, to reflect the institution’s continuous instructional, certification, and programmatic operations from that date forward.

Article I — Mission and Vision
Mission
To educate, certify, and empower individuals and communities through the discipline of Behavioral Education™ — an applied system that integrates behavioral science, social-emotional development, life design, and leadership.
Vision
MTT University™ envisions a world where every person, regardless of background or circumstance, has access to behavioral education that fosters emotional intelligence, purpose, accountability, and community health.
As the world’s first institution dedicated to Behavioral Education™, MTT University™ defines, protects, and expands this discipline as a national and global movement.

Article II — Institutional Authority
1. Founding Authority
MTT University™ was established by resolution of the Board of Making the Transition, Inc. on November 1, 2025, as a private educational institution under the corporation’s charter and bylaws.
2. Governing Authority
Dr. Keith Strickland, Founder and Chancellor, serves as the governing authority of MTT University™ until an advisory or governing board is formally appointed.
3. Academic Authority
MTT University™ is authorized to:
• Design and deliver proprietary educational programs.
• Issue Certificates, Diplomas, and Professional Designations based on verified completion and demonstrated competency.
• License or partner with external organizations to deliver official MTT University™ programs.
• Recognize and accredit instructors, facilitators, and organizations meeting institutional standards.
4. Autonomy
MTT University™ maintains full autonomy over curriculum, assessment, faculty appointment, and credentialing standards. No external agency, public or private, may alter or dictate its operations without written consent of the Founder and Chancellor.

Article IV — Academic Programs
MTT University™ develops and delivers programs including, but not limited to:

• Youth Change Agent™ Certificate
• Behavioral Leadership & Life Development Certificate
• Conflict Resolution & Peacebuilding Certificate
• Family and Community Empowerment Certificate
• Specialized Youth Certificates in Life Skills, Leadership, and Behavioral Growth
All programs integrate practical experience, measurable outcomes, and real-world application aligned with the Behavioral Education™ framework.

Article V — Governance and Quality Assurance
1. Curriculum Review – Annual review by the Chancellor and Director of Education for relevance, cultural competency, and outcome effectiveness.
2. Instructor Standards – All instructors must complete institutional training and certification.
3. Assessment & Certification – Students demonstrate mastery through verified assessments and practical projects prior to credential issuance.
4. Recordkeeping – Permanent digital and physical records are maintained by the Registrar and verified at MTT.university/verify.
5. Student Rights & Integrity – Policies for academic honesty, respectful learning, and equitable access appear in the Academic Catalog and Student Handbook.

Article VI — Legal and Accreditation Disclosure
MTT University™ is a private, independent educational institution.
It does not confer state-licensed degrees and is not accredited by any U.S. Department of Education agency.
All credentials, certificates, and diplomas are proprietary, competency-based educational recognitions issued under this Charter and the corporate authority of Making the Transition, Inc. Recognition or transfer of these credentials to other institutions or employers is at their discretion.

Article VII — Licensing and Partnerships
MTT University™ may partner with public agencies, universities, correctional systems, nonprofits, or private corporations for program delivery or instructor certification. All partner use of the MTT University™, Behavioral Education™, or Youth Change Agent™ names and materials requires written authorization and licensing under intellectual-property law.

Article VIII — Intellectual Property and Brand Protection
All curricula, methodologies, frameworks, and program content delivered by MTT University™ are the intellectual property of Making the Transition, Inc. and are protected under U.S. trademark and copyright law. Unauthorized reproduction, adaptation, or use is strictly prohibited.

Article IX — Amendments
This Charter may be amended by the Founder and Chancellor, or by a duly appointed governing board, provided amendments uphold the mission, independence, and proprietary nature of the institution.

Founding Resolution of MTT University™
The Founding Resolution of Making the Transition, Inc., adopted and signed by Dr. Keith Strickland on November 1, 2025, formally establishes MTT University™ as a private, independent educational division of Making the Transition, Inc.
This Resolution authorizes MTT University™ to design and deliver proprietary educational programs, issue certificates and diplomas, and operate autonomously under its Private Charter authority. It also affirms the university’s intellectual property rights, including the protection of the Behavioral Education™ and Youth Change Agent™ systems.
